அக்டோபர் மாகம் இருபத்தோராம் தேதி (21-10-1799) கயத்தாற்றில் வைத்துப் பயக்கைக் காட்டிப் பாளையகாரர் எல்லாரையும் பழியோடு போம்படி வெளியே விட்டான்.

அயல் காட்டு வெள்ளையன் ஒருவன் அன்று சொன்ன சொல் இக்காட்டுக் கலைவர்கள் எல்லாருக்கும் உள்ளத் திகிலாப் ஓங்கி கின்றது. இருக்கும் இடம், உடுக்கும் உடை,படுக்கும்பாப் முதலிய எவற்றினும் யாதொரு சுகந்தரமும் உமக்கு இல்லை; அடிமை வாழ்வே உமக்கு உரிமையானது; ஆண்டவராய் ஈண்டு வக்குள்ள எமது ஆணையின்படியே யாண்டும் எவரும் அடங்கி ஒடுங்கி கடந்து வர வேண்டும் என்னும் விருேடு அவன் கூறி கின்ருன். ஆனே ஆக்கினைகள் அதிகார மமதையில் ஓங்கி வந்தன. அயலே வருகிற ஆங்கிலத்தை ஈங்கு ஊன்றி நோக்குக.

“Any polegar rebuilding any fort whatever, or procuring or possessing guns, ginjal—pieces, &c. will be considered to have forfeited the protection of the company, his Pollam will be assumed, and he himself otherwise punished as Government may determine. That any shervagar, covalgar, inhabitant, or any person of any description whatever, (inhabitant of the pollams) found armed with a firelock, matchlock, pike, or spear or found concealing them, shall be subject to the punishment of death.

“Every Polegar shall be responsible for the conduct oi the inhabitants of his Pollams; and that armed parties, belonging to any Polegar, who shall be found committing disturbances, violence, or outrage in any part of the country, shall not be only subject to the punishment of death themselves, but the Polegar to whom such parties belong, will be dispossessed of his Pollam, and otherwise punished as Government may determine.”
