ix அமைய வேண்டும் என்பதையும் குறித்துள்ளது . இந்த வகையில் நம் நாடு இன்று விழித்துச் செயலாற்ற முற் பட்டிருப்பது மகிழ்ச்சிக்குரியதாகும், இந்த அடிப்படை யிலேயே புதிய கல்வி முறை உருவாவது வரவேற்கத் தக்கதே. மேலே நாடுகளில் மிக மிக முன்னேற்ற மடைந்ததாகக் கருதும் அமெரிக்கா, இரவியா போன்ற நாடுகளில் இத் தகைய கல்வி முறைகள் போற்றப்படும் வகையினே எண்ணிப் பார்க்கவும் நாம் கடமைப் பட்டிருக்கிருேம். பள்ளியில் ஏட்டுக் கல்வியோடு தொழிற்கல்வியும் கற்கும் பிள்ளைகள், தாம் தம் தொழிலால் உருவாக்கிய பொருள் களைத் தம் பெற்ருேருக்குக் காட்ட வீட்டிற்கு எடுத்துச் செல்லும் நிலையினைப் பெருமையாக அந்த நாட்டு மக்களால் கடத்தப் பெறும் Span என்ற இதழ் அழகாகக் காட்டு கிறது. இவ்வாறே இரஷியா நாட்டு முன்னேற்றமே இத் Drop - outs and Non-formal Education (The Hindu 1-12-76) 1. “I am not sorry to such a child (the dropout) because he is a productive member of society, he is helping his family & parants......
