மகேந்திரன் என்பவனையும், சகோதரி சங்கமித்திரையையும் சைனா, இந்தோசைனா, இலங்கை, எகிப்து, மெஸபட்டோமியா முதலான இடங்களுக்கு அனுப்பிவைத்தான். இலங்கைக்கு போதிமரத்தை அனுப்பி வைத்தான். யாகத்தில் பலியிடல், மிருக உணவு உண்ணல் அறவே இருக்கக் கூடாதென ஆணையிட்டுவிட்டான். மாளிகைகளில் மாமிச உணவை சமைக்கவே கூடாதெனக் கண்டிப்பான உத்திரவின் மூலம் தடுத்து விட்டான்.
மக்கள் துயரை உடனுக்குடன் கவனித்து தீர்ப்பதற்காக அவன் செய்திருந்த சட்ட வரிகள் கல் தூணில் செதுக்கப்பட்டிருக்கின்றன. குடியரசு என்ற பெயரே அடிபடாத நேரம், அசோகன் மக்களுக்களித்த அபார உரிமை அளவு கடந்து போற்றக்கூடியதாயிருக்கிறது.

And further, if any difficulty should arise in the bestowal of the Imperial bounty or in the execution of orders, through disputes arising in the agency entrusted with them (the Parishat) it was commanded that immediate report should be made to the Emperor “at any hour and at any place” for work I must for the Commonweal.
